Bylaws
ARTICLE I - GENERAL
The organization governed by this constitution shall be known as the Franklin Men's Softball League, or hereinafter by the designation of FMSL, with the purpose of the FMSL being to develop and maintain uniformity within the league.
ARTICLE II - MEMBERSHIP
All Sponsors, players, coaches, managers, officials, and league officers or any other person so designated by the league shall be considered members of the league.
The FMSL shall consist of generally no minimum and a maximum of ten (10) teams. Members may participate in all organizational activity, and will be eligible to hold elelcted or appointed positions.
ARTICLE III - COMMITTEE OF LEAGUE OFFICERS
Section 1 - General
The Governing body of the FMSL shall consist of the following elected positons and duties.
President |
To oversee all aspects of the FMSL, including but not limited to financing, scheduling, rules and regulations, promoting positive league image, field preparation, playoffs, game rescheduling, umpires, etc. |
Vice-President |
Duties shall be delegated by the President, and will handle all league duties in the absence of the President |
Secretary |
Will document information at all FMSL meetings, distribute all materials needed to all teams within the FMSL. |
Treasurer |
Will maintain all finances for the FMSL, keep updated financial records, and provide the President of the league a monthly accurate account of all FMSL funds. |
Section 2 - Team Representatives
A team manager and captain will represent each team. Each team manager will be the primary representative with the team captain to act as the alternate. Both may attend all meetings, but each team will have only one vote, which will be the responsibility of the team manager.
Section 3 - FMSL funds
As of April 6, 1993, any and all moneys shall be kept in a single checking account at a location determined by FMSL, and shall require the signature of both the FMSL President and FMSL Treasurer for any withdrawal. Any withdrawal amount over $50 shall require a majority vote from the FMSL with the exception of umpire fees. THe FMSL President shall have the power to expend any amount under $50 without league vote, but will notify all league teams of the expenditures at the earliest possible time.
